The City of Toledo’s (COT) Department of Housing and Community Development is seeking comments on its Substantial Amendment to the 2022-2023 Annual Action Plan and the City of Toledo HOME-ARP Allocation Planto be submitted to the U. S. Department of Housing and Urban Development (HUD).
To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan (ARP) funds to be administered through the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program to perform activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.
The City of Toledo is eligible to receive $7.9 million in federal funding from HUD in HOME-ARP funds. These funds can be used for developing affordable housing, tenant based rental assistance (TBRA), the provision of supportive services, acquisition and development of non-congregate shelter units, and nonprofit operating and capacity building assistance in Toledo.
The City of Toledo HOME-ARP Allocation Plan provides details on the consultation and public participation process used to develop the draft plan, the needs and gaps analysis that informed the proposed allocation of funds, and how HOME-ARP funds are proposed to be allocated in the city.
Public Comment Period and Process:
The HOME-ARP Allocation Plan is submitted to HUD as a Substantial Amendment to the 2022 Annual Action Plan and will be available for review beginning Friday, November 18, 2022, on the website of the following entities:
