On March 18, 2025, Rep. Kaptur commented on the ongoing conflict between Ukraine and Russia. She stated, "Ukraine never wanted this war, but Putin’s Russia launched the full scale invasion more three years ago. Today's call between President Trump and the Brutal Dictator Putin promised a path toward a potential ceasefire, but instead only showed how uninterested in any real peace…”

In another tweet posted on the same day, she addressed concerns regarding U.S.-Russia relations. She tweeted, "Normalizing relations with Russia at the expense of ending military aid and intelligence sharing with Ukraine, rather than holding Putin to account for his war crimes against Ukraine and her people is an affront to Liberty. Putin’s Russia needs to stop bombing and go back within…”

On March 19, 2025, Rep. Kaptur reflected on historical figures Medger Evers and Jackie Robinson. She wrote, "Medger Evers was a champion of the Civil Rights movement, murdered for his activism. Jackie Robinson was a hero who broke barriers on the baseball field. Both served our nation honorably during WWII, but their history of service is being erased. Who does this erasure serve?”
