Marcy Kaptur, born in Toledo, Ohio in 1946, has represented Ohio's 9th District in Congress since succeeding Ed Weber in 1983. She is an alumna of the University of Wisconsin–Madison, where she graduated with a Bachelor of Arts in 1968.
