Rep. Marcy Kaptur, a member of the U.S. Congress representing Ohio’s 9th district since 1983, posted a series of statements on July 20, 2025, outlining recent resolutions and declarations focused on US-Canada relations and Great Lakes protection.

In her first post, Kaptur referenced a resolution: "A resolution entitled 'Advancing a Great Lakes-St. Lawrence Strong Response to the US-Canada Trade War,' highlighting the Cities Initiative’s strong opposition to blanket US tariffs on Canadian goods." (July 20, 2025)

She continued by highlighting another declaration: "A declaration entitled 'Preserving the US-Canada Relationship to Protect Our Prosperous Regional Economy and Our Precious Freshwater Resources,' that commits the Cities Initiative to working tirelessly to improve ties between the United States and Canada." (July 20, 2025)

A third statement emphasized environmental cooperation: "A resolution entitled, 'Reaffirming Support for the Great Lakes Water Quality Agreement,' to express the Cities Initiative's ongoing support for the GLWQA and other transboundary efforts to maintain and improve water quality." (July 20, 2025)

Kaptur is known for her longstanding advocacy related to regional economic development and environmental stewardship. She has represented Ohio’s 9th District in Congress since replacing Ed Weber in 1983. Born in Toledo in 1946, she continues to reside there and holds a BA from the University of Wisconsin–Madison.

The Cities Initiative mentioned in her posts refers to a coalition of local governments dedicated to protecting shared water resources across borders. The Great Lakes Water Quality Agreement (GLWQA) is an accord between the United States and Canada aimed at restoring and maintaining the chemical, physical, and biological integrity of these vital freshwater systems.
