Rep. Marcy Kaptur, a member of the U.S. Congress representing Ohio’s 9th district since 1983, posted a series of statements on September 11, 2025, regarding congressional authority over federal spending and new legislation introduced by House Budget Democrats.

In her first post, Kaptur emphasized the constitutional role of Congress in directing government expenditures: "As the Article I Branch, Congress and Congress alone has the authority to direct spending through law. Kaptur’s comments come amid ongoing debates in Washington over executive versus legislative control of federal appropriations. The U.S. Constitution grants Congress the power of the purse under Article I—a principle often at issue during disputes between lawmakers and presidential administrations.

A long-serving representative from Toledo who succeeded Ed Weber in 1983, Kaptur is known for advocating on behalf of her constituents in northwest Ohio. Born in Toledo in 1946 and an alumna of the University of Wisconsin–Madison (BA ’68), she remains one of the most senior members currently serving in Congress.
