Kaptur was born in Toledo in 1946 and continues to reside there. She graduated from the University of Wisconsin–Madison with a BA in 1968. Over her decades-long tenure in Congress after succeeding Ed Weber in 1983, Kaptur has focused on both local initiatives—such as recognizing schools supporting military families—and national policy debates related to economic conditions.
